Transparency Code

In December 2014, the Government issued the Transparency Code for smaller authorities. This code applies to Parish Councils, amongst others, with both income and expenditure under £25,000.

The code requires the publication of the following:

A. All items of expenditure.

B. End of Year Accounts (Section 2 of the Annual Governance and Accountability Return, the Bank Reconciliation and the explanation of differences from the previous year).

    The draft and unaudited Annual Governance and Accountability Return section 2 for the Parish Council FY2023-24.

    The Accounting Statements show the cash balance, Precept, staff costs, and other receipts and payments for the last accounting year.

  • AGAR - Bank Reconciliation 2023-24 (PDF, 702 Kb)

    The draft and unaudited Bank Reconciliation for the Parish Council 2023-24.

    The Bank Reconciliation shows whether the Council's bank account statements match the accounting cashbook at the end of the financial year.

  • AGAR - Explanation of Variances 2023-24 (PDF, 694 Kb)

    The draft and unaudited Explanation of Variances for the Parish Council 2023-24.

    The variances show where the receipts and payments have gone up or down (and why) between two accounting years.

C. Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return).

    The draft and unaudited Annual Governance and Accountability Return section 1 for the Parish Council FY2023-24.

    The Annual Governance Statement is a document signed by the Parish Council confirming that it conforms to certain financial, accounting and auditing measures.

D. Internal audit report

    The Annual Internal Audit Report for the Parish Council 2023-24.

    The Annual Internal Audit is a signed checklist completed by the Internal Auditor, showing whether certain aspects of the Parish Council's finances have been internally reviewed, and whether the Council conforms to the national control objectives.

F. Details of public land and building assets

  • The only land the Council owns is the amenity land around the 305th BG war memorial in Higham Road, Chelveston. This is approx. 0.05ha and was acquired in 2014 for £650.
